How much leaf cover is too much?
Not every leaf has to go. UW Madison Extension breaks it down by how much of the lawn is covered:
Light cover
A few leaves, around a fifth of the lawn, can be left alone. They break down on their own.

Do I have to remove every leaf?
No. UW Madison Extension says light cover can be left to break down, and moderate cover can be mowed into the lawn. A thick layer is the problem, because it mats down and smothers the grass, so at least half of it should be removed.
